On the NJ page I had it link to the FC upgrade material in the To-Do list. Having the link was nice, but not necessary. Thanks again.

I'm guessing that urban vs. rural (for the highway types) is as designated on the FC maps? At least, the NJ maps delineate this very well. Alternatively, FC-urban areas will have notably higher concentrations of mH and MH than FC-rural areas.

Orbit,

To clarify, the ramps above are those that connect to other lock level 5 roads, correct? If a ramp is connected to a rural major highway that is at 4, based on past guidance, the ramp should also be 4. And so on for other ramps, lock them to the same level as the highest segment with which they junction.

Wouldn't it be ironic if the only edit to the map was to lock in roads that are wrong to make them more difficult to fix?

Perhaps PA doesn't have this problem, but NY definitely does, and southern and northwestern NJ do. There are few editors, and they are in the 1-3, maybe 4 range. By locking everything to the urban level, you just make it likely that the roads will stay wrong.

When I was developing the wiki template for the locks table, I got similar feedback from the western region.
