I was wondering if there was a setting or if not will there be one for avoiding navigation to Parkways for those of us who drive Commercial Tagged vehicles?

Not at this moment and from my understanding this is not on the immediate plans of Waze to support this type of vehicle due to complexity of implementation. Commercial vehicle is too broad of a definition and they are vary by length, weight, goods being carried, etc.
At the moment we only have two vehicle types: (1) Private and (2) Taxi.
It is reasonable to assume that support for HOV Cars will be added next. ETA is unknown.
