They are fixed and there are signs. The enclosures are not temporary. They are bolted to a concrete base and as you can see there is a mast beside them with a power meter. They used to have different backs on the enclosures depending if a camera was inside or not but people got wise to that so now the back of the enclosure looks the same regardless. You can only tell if the station is live after you pass the box and look back to see.
