Although labeled as HOV, the lanes from Pentagon to DC are open 24/7 for all, appears that is what their complaint is about.

Update 12/5/17

As you know the new HOV Transponders have taken effect as of today. If you encounter any UR's please post the following response: It is a toll road now if you don't have the EZ pass flex transponder, EZPass VA or EZPassFlex as appropriate. Please go to SETTINGS > NAVIGATION > ADD toll/HOV passes. You MUST select the HOV-3 route to get toll free during rush hours as well. This will be a toll road until they have passes available.

Lenny, that response doesn't make a lot of sense to me. I-66 is a toll road during rush hour, unless you have the EZ-Pass FLEX _AND_ you have two or more people in the car (not HOV-3, as of now). Saying "This will be a toll road until they have passes available" is extremely confusing. First, who is they? Second, it suggests that I-66 is going to stop being a toll road at some point in the future, which isn't true. What are you actually trying to say?

To allow people who do not have transponders to use the road the allowable restriction has private car and taxi included. Therefore when I-66 has the rush hour restrictions people can use it as a toll road even if they don't have the transponder push or if they haven't selected the EZPass or EZPassFlex transponder.
This is set up the same way I-95/395/495 Express Lanes have been since September.

People who don't have transponders are not allowed to use the road, period. People who have transponders but haven't had them set up in Waze are a different group of people.

This is for people who don't have transponders in the Waze app. That is still a significant amount of people. If we set it up properly there will be a SIGNIFICANT increase in URs about how Waze is broken.
Think back to the middle of September when we were figuring out the Allowable vs Toll free restrictions and how the different AND / OR rules were applied within and between the lines.

Once all users have the transponders available we have discussed the time frame to give them to set them up properly amongst the MAR SMs. If you want to change that then please bring that back up in that channel or forum.

My point is that J. Average User isn't likely to understand what a message about "people without transponders" means, without further explanation. Messages in response to URs need to be tailored for the average user, not for Waze insiders. All the other stuff you mentioned is extraneous to this point.
