West Virginia does not have an "official" standard at this time. But, here is my 2 cents. If they are not causing routing issues then there there is no need to add them. At the same time if you do add them you may all of a sudden discover that you now have routing issues. With the new alleys on the map the final destination of multiple addresses may now be on the alley where in the past they were on the main road.
