It seems like we've added the alt names to the HOT routing. We also note that the city changes from 'none' to 'Bothell', although the name remained the same.

There is no BDP happening here. BDP requires a gap of more than 1 segment (of segments without the same name).

tcalvert317, none of these scenarios in this thread involve PLRs. Is it still the same issue?

juliansean, the latter two of your examples are also at the city limit. The first one is hard to figure out which segments were failing because the report is pretty far from the freeway by then.

But it means that almost all the cases in this thread are at the city limit, where the freeway changes cities.

At this point, I think we've reached a sufficient amount of data points at city changes to say that there is something going on.
