Yes, I agree that in you example waze is avoiding the minor highway. But if you are turning onto Baltimore Annapolis Blvd. you have to make the major/minor transition somewhere so I don't see why that would favor the straight/U.

The turn to go north on Bluebonnet is and was permitted. That's why waze gave the "correct" route if you had the navigation type set to shortest.

Bowties do not solve this problem as shown in this thread:

I believe the OP is showing the intersection with shift-Z toggled on. Thus its showing the U-turn restriction for Coursey Blvd.

I'll going to post the screen shot of the UR for posterity. Maybe waze will adjust the routing algorithm at some point to address this issue.

I'm still see many URs like this. Users clearly believe that these routes are errors.

Not sure. They might have been rerouted while travelling south on Vicksburg. Waze might be just going around the block to perform a U-turn from Inwood. I suspect you're reading too much into the data provided to discern that the user starts out on the westside of a business on Vickburg. Waze doesn't discern which side of the street you are on and give a turn instruction to start the route. I find the initial turn icon on the UR routes to frequently be misleading.

There are some soft turns in the area that you might want to eliminate just to make sure they aren't contributing to any problem.
