Off and On routing, I-90, Chicago

Can anyone take a look at this UR about being routed off at Lawrence Ave exit, then back on to I-90. I have a feeling it is from traffic moving slow or not at all. But, shouldn't the off and on routing not happen anymore if all the segments are the same name and city it is leaving and joining back up with? Am I missing something here? It's not a normal exit, the ramps are off set. I'm sure I could fix it by aligning the ramps to each other and restricting the strait thru.

It looks like the detour prevention should prevent this route to me. Whatever you're missing, I'm missing as well.

So I have received the explanation that
it seems that when the user started his route, and during a part of his drive, there was a traffic jam on the highway, justifying a detour. It seems that he reached to specific segment after the jam cleared and before Waze could calculate it.

So I again do not understand how the detour prevention mechanism is intended to work.

As might be expected, waze tells me that the detours are merely heavily penalized. In this case waze believes that the traffic delay was greater than the detour penalty.
