Level4 Update: Washington - Vancouver (NE Spokane Way)

My Level: 2
Reason for request: Left turn from NE Spokane Way to on ramp is essentially a Uturn at 'B'.

This Uturn is a tight turn and cannot be done safely, and therefore illegal according to:
Washington Traffic Laws

I cannot restrict the turn since the onramp is level 4.
