The Kansas Wiki page has been update to reflect a few changes.

1. Lock levels for Freeways was dropped from L5 to L4. This was done to allow the current State managers (all three are level 4 editors) to set Real Time Closures (RTC) on freeway segment and add speed limits, etc.

2. Updated the State highway naming guidelines.

3. Added an easy to read chart for Functional Classification (FC) road typing.

4. Added a few other tweaks.
