The restriction is already set on 2 points here on the arrows in both directions and not on the entire segment :

So if you have some modifications to do, please edit the actual restrictions (when you move the mouse on the arrows, you can edit the restrictions with "add restriction" button).

When the restriction is not active, all vehicle are allowed ?

Yes, some major segments are locked and need to be unlocked. There is a special forum for those requests in Switzerland (with the rules for use): viewforum.php?f=852

The related segments in Fribourg are free for edit for you now
Here you have to set multiple restrictions, one per time slot :
1st : Monday - Friday: 7:00-8:30
2nd: Monday - Friday: 11:30-14:00
3rd: Monday - Friday: 17:00-19:00
4th: Every day: 21:00 - 6:00

A segment must have 6m minimum length. Your tiny segment was 5m length.
I have fixed this:

You have choose to split the existing segment ( be careful, deleting a segment will lose all traffic data but it's not the case here).
You have also the possibility to edit a green arrow to add restrictions when highlighting with the mouse:

Both solutions working fine in that case.

Other vehicles have an access during the time restrictions setted out (buses, etc) ?
Before your modification, only public transport were allowed here.
So I set again this kind of vehicle and lock again L3.

Unfortunately, I am only a lowly L1 editor and cannot edit this segment (L3). Could you unlock it for me?

When the restriction is not active, all traffic is allowed. During the blocked hours only car traffic is disallowed.

I have introduced a new tiny segment with these restrictions. Unfortunately it is not possible to have restrictions just for cars:
