Waze not operating correctly!

I was on RT23 in Michigan. On the way to my destination there were clusters of Police shown on the travel map. On the way back there were Police being shown that were not there. They did not pop up to be either approved or rejected. Yet there were there. One place it showed three police. One of them showed a pop up. The other two did not. They were just left abandoned.

That has been a thing for years and not a bug to my knowledge, I think it has something to do with the distance between reports (~.3-.5mi) and only being able to do one at a time.

Someone else can correct me if I'm wrong, but that is what I have noticed.
