The ramps are created, but not open. A user reported this issue, so they should probably be disconnected so Waze doesn't route people to ramps that don't exist yet. I am only Level 2, and not able to edit this, however.

This interchange and overpass are now open. I've reconnected the segments and removed CONST ZN.

Latson Rd is also paved and signed as Latson (instead of Nixon) from it's origin at the Chilson Rd intersection. It had previously been a dirt road. Driving the stretch from Chilson all the way to the I-96 interchange, there are no longer any references to Nixon Rd.

I disconnected the bridge over 96 instead so that the ramps aren't used for U-turns.

I originally added those ramps in order to prepare for a closure of I-96 which used the newly-constructed ramps as a detour.

Since the ramps are there, and in anticipation of possible further closures, I didn't want to disconnect the ramps from the interstate during construction. However, with the (also correct, right? since they're reconstructing the Latson bridge) disconnects, it won't be used for normal routing.
