Stephenson Highway & Rankin (14 1/2)

There is a UR there (that happened to be from me ;) ) during the storm-stopped traffic yesterday. Waze told me to turn left onto Rankin, but signage clearly doesn't allow you to.

So when I looked at it after getting home, it not only has the wrong restrictions but its also wrong that Rankin is split into a pair of one way only in the median.

Obvious fix is to unsplit it and remove left turns from all of the four directions. But I can't correct it since both carriageways of Stephenson directly south of Rankin are locked at L5 (while the rest of Stephenson isn't locked at all).

A little help?

I was initially going to say PM orbitc and see if he remembers why it was locked so high, but then I noticed that I updated the other side of the split road. From street view, I can see no reason why it would be locked at 5 to protect anything, but perhaps there was a bad aerial at some point. I lowered the lock to 2.

Looks like one of the turn directions didn't make it on the fix here - I'm looking at the "continue West on Rankin" from the East side of Rankin. Folks exiting that office park are able to proceed straight on Rankin. I'd fix it, but the junction is locked at 2.
