Updating road to The Brewery Lodge

I'm new to map editing and have been unsuccessful in updating the road to The Brewery Lodge in Michigan City. I have determined that this is most likely because CR-600 W is locked so I can't add the junction for the updated road. The road at the top needs to be removed and a new one should be added further south as shown here:

Is it therefore possible to unlock that section of CR-600 W or how else should I go about making this change?

Thanks, all done!

I was just visiting over there for a couple days from Canada so doubt the Discord would be of much help, but thanks for letting me know. :)
