This is very common throughout the entire country and I don't think there's any plans to address it other than letting editors fix it. Editing in the middle of Nebraska I get segments with "Iowa" set as the state. I'd even edited park landmarks in Iowa that had "Canada" set as the country... so some of the road data may not be great.
States smudges are common on nearly every border. But that one is substantially larger than most, basically it runs from the Idaho/Wyoming border north. It may be easier to just get congress to allow MT to give that land to ID.
Basically any unnamed original import road is assigned to Spudland.
