HN or RPP?

My apologies if this has already answered before: Is it best to use RPPs or HNs if there are no addresses already present? Is it a matter of house numbers being the best option in general and for RPPs to be used in special situations or is there more to it?

It is best to use HNs because if name of the street is changed so the address will be changed too.

I think that RPP has higher priority than HN, which has higher priority than Google house number.
