The original Reporter (if an Editor also) should be able to re-open and add information. After all, they are the only ones that truly knows what the report was actually about.
I would support this ability for editors with community roles only: SM, RM or higher, and eventually AMs too.
The problem is that technically all Original Reporters are also Editors, they just need to go to the WME URL and *poof*, they turn into a lvl-1: https://wiki.waze.com/wiki/images/e/ee/Mapeditor.png
If all of them could re-open (their own) URs as they please it could create some issues.
Editors who handle URs should close them for good reasons, Solved after fixing the problem with or without discussion in the UR chat or Not identified of the person never responded after some time.
UR's are mainly a means to communicate with people who generally only use the app and editors, but anyone who is an experienced editor shouln't need to use the URs to discuss, they should be able to, or know how to:
1. Edit the map themselves based on the information they wanted to add.
2. Get in touch with the person that closed the UR to tell them about the missing info.
3. Get the segments unlocked if they need to make the edits by asking in the proper channels.. WME chat, country forums or country's unlock request forms.
4. Ask for help or advice through the WME chat or forums if they are unsure about something.
Then if the UR really needs to be re-opened it would have to be requested to someone who has that ability, that AM, SM, RM or else would also be able to tell if re-opening it is really necessary or not.
(eg. It would be useful where some lvl-1 editor closed URs without solving and for no apparent reason)
