Required rank for closures should depend on type of street

i'm relatively new in Waze, although I have fun contributing to the community. In Germany, creating closures is enabled at level 4. I know it's because of the danger of abuse. But on the other hand such a strict rule is bad for people who want to really help the community with their motivation and have to inform a higher ranked member, just to add the tiniest closures. The alternative is the TBR because you can add them already on the same level you can edit the street. They have the disadvantage that they aren't yet displayed in the clients and aren't visible as registered closure. Of course more editors have the possibility to delete false closures but if this is not the case a new tile update is necessary to apply the changes. A closure can also be removed when somebody sees the mistake and just drives through.
In my opinion closures can not fulfill its potential like that. But a rank based system like editing and applying TBR would be better I think. I know the danger is the real-time property. Possible would be the same rank as editing (worst case removing roads) and applying TBR's (worst case removing with next tile update) or a saver variant one rank above the rank required to edit those on the lower ranks (example: Level 2 street need level 3 to add a closure).
