Add WME support for multiple satellite image layers

I have added a WME Feature Request to add support for multiple satellite (aerial) imagery selections. While the current images appear to be the most recently available and high resolution they often are from time-frames where foliage occludes map features.

One can often find a selection of (usually older) layers in Google Earth. Sometimes these are better choices for editors.

While editors can surely have two windows open (WME and Google Earth or some other source) ... it would be much more efficient to have the desired imagery in WME itself.

In the US state of Vermont their E911 viewer uses aerial imagery that most often lacks foliage - better imagery to work with.
