Italy had big problems with map-vandalism. So they decided to do that step.
It shouldn't be too difficult to become an Italian AM.
Just check the Italian forum and wiki.

I, as a Austrian AM, am able to edit 4 miles around the area where I've driven. Everywhere. World wide.
I really don't know the Italian regulations... But I think it should be similar/ the same.
Just check out the forum. You'll find most answers there. And I'm sure, people are also that helpful like we are :)

1 is the road locked?

2 enable the editable area layer to see if it already updated with that route. If it isnt, wait ;-)

When you click several Roads with different lock Lvl this message appears. When you click Roads with the same lock Lvl you will see the Lvl.
