What about giving it its own lock control like segments have today. That was a great feature of the Railroad work around; the creator could set a higher level than the editors who might have been ignoring the issue or causing a reason to put the note there in the first place.

I think this is mandatory. Like railroads today they were always visible to all editors. The translucent idea like we have for turn restrictions may be a good option.

Here are some of the advantages this idea would have:

* Has plenty of space for text
* Allows other editors to comment on it
* Instance notifications of new comments, or premature deletion
* Is highly visible within the editor, at all zoom levels
* Will never appear in the client

Maybe we'll get the option to reopen them too...

maybe not every road automatically, but the option to add a comment should be available if the need should arise...
