Did a cursory search and did not find anything matching.

The feature I am asking for would permit for the creation of an area with a rank lock property (which should be invisible in the client) in which boundaries no objects could be edited unless the user is at the rank lock or better than the area itself.
Examples:
create such an area over a given parking lot to prevent drawing in of every parking lane.

lock sensitive areas so they can't be messed up without having to lock every road in said area. (allowing to drop the lock level so a junior area could edit as needed then relocking it afterwards).
