Making driven editable areas permanent for high level editor

Due to such a large area of many states/countries not having AMs, or having only occasionally active AMs, I think it may make sense to try to get Waze to allow the editable areas defined by driving for level 4+ editors made permanent or at least lengthen the time it is active to maybe 6 months or so.

It should help, at least in my opinion, get URs and other issues resolved in a more timely manner where no AM exists.

Only AMs and CMs will have a "permanent" area. It's a map protection method. Any editor can apply for AM permissions area.
