The client app snaps you to the nearest road (if one is within 50m I think). The Waze servers actually see your real GPS coordinates.

Try this - start your trip, drive for more than 1 mile (1.6km) drive into a big unmapped parking lot (or field or something), stop, report a UR (indicating you are testing something), leave the parking lot, drive for at least another mile, then you can exit the app. Once the drive processes, log into the editor, and check out your drive trace - it will show your actual trip (and part of the drive will be red if you are far enough off the road).
