These should be reported as "Police" - see the Cameras page of the Waze wiki for details.

In most jurisdictions police don't have to be present for the camera to preform a law enforcement (police) function. Cameras have to be confirmed & configured in the editor, and then the map tiles have to update for them to appear in the client app. This process can take longer than the time that camera is on location. Please follow the published guidelines while reporting.

Waze Wiki wrote:Temporary or portable Speed Camera installations should NEVER be reported in the client or added to the map. It takes from a few days to many weeks for a new camera to show up in the client application on people's phones. Therefore a movable camera will be long gone before anyone ever gets an alert about it. These non-permanent situations should be reported as a Police hazard for this reason.

Request: Different Speed Camera Types

Postby Darktorizo » Sat Dec 07, 2013 7:22 pm

Here in Cleveland Ohio U.s.a. (And in many other places) Speed cameras are set up by the local police in portable trailers and can be moved at random. I would like to see a listing under cameras for maybe Temporary or Moveable Speed Camera.

I agree, there needs to be an additional option for mobile cameras / radars. Here in the Cleveland and suburbs we have many locations where local authorities set up speed cameras that change locations daily ( sometimes hourly ) with no police present. Many cameras I've seen are have no markings, with some being smaller than the size of a mailbox, placed behind trees and poles to mask their position.
