If the speed of an individual is known at a specific location and the speed restrictions are known for that location, Waze could award Waze Points for driving within the speed limit at locations which often experience speed related accidents or excessive speeds. This would assist Wazers to gain more points by driving within the speed limits. The speed may be calculated as an instantaneous speed at a particular point, or an average over a specific segment of road. If excessive speed is calculated, Waze points could be deducted.
This could have a longer term commercial benefit to Waze by promoting its application to insurance companies who then reward policy holders for good driving behaviour with lower premiums

Displaying Speed Limits has been discussed at great length here - there are several good discussions about it. The simple fact is Waze doesn't know what the speed limit is (nor does the routing engine care what the speed limit is), and uses real-time and historical data based on the speed vehicles actually travel on the road.
