Only area managers can delete roads. Are you an AM here? If not, you still should be able to submit the road to the pending deletion queue for an AM to delete. However, this looks like a recorded road so I'm not sure if something odd is going on here.

Doubtful. More likely it was a timing issue getting changes committed in the database.

I can't even select it in cartouche. So I can't submit into pending deletion queue.
Descartesw allow me to select and delete it, but when I save changes it says, that road already deleted. Ask me to refresh and try again.

There had been some issues on the world server, in regards to editing, the past couple of days. Not sure if it has been resolved since I am generally editing on the US/Canada server.

I had a similar issue. It was forwarded on to the Waze developers. They believe it is related to short segments that go between two different tiles. They were planning do some type of software patch to resolve it. But it may be worthwhile making them aware of the segment you are having an issue with.

This is better. Many times I had queued up a bunch of edits only to hit save and then be prompted for a login. All of the edits had to be re-done

If papyrus says it is deleted and you are not able to select it in cartouche, i think it is indeed allready deleted and it's just a graphical bug.
