I've got this UR in one of my managed areas. I'm trying to find information in the wiki about how traffic reports effect segment times and how long a segment stays with traffic on it before clearing, but I can't find it. I suspect this may be a case of the guy was driving at 3 AM on a Sunday after a Wazer drove very slowly down the road at 2 AM with a grand piano tied to the roof.

The report's on a major state highway, so I doubt it's devoid of any traffic at any time of day.

I want a better answer for this guy then, "well there's nothing I can do about that, and it's not really a problem."
