What is the red line with circles?

I opened Cartouche and do not have my archive open, and this red line with circles appears with all layers turned off. Is this part of someone else's archive? I can't select it or anything. Opening my Archive panel makes it disappear. Anyone else get this sometimes? Or all the time? Location is here in case you'd like to see if it appears for you, too.

I can see the same. Very unusual. Only in Cartouche, not Papyrus.
