The chicken Popeyes serves around here is just gross. Greasy and flavorless.

Copeland's law has a corollary here in PA. If you are more than 50 miles from the border of Philadelphia anything a restaurant calls a cheesesteak will suck and resemble nothing like a Philly Cheesesteak.

I think that's a bakery sourcing issue.

No, the meat has to be the right type and cut too. Rib-eye is the only acceptable type.
