Why split the roads? Just set the in/out segment (if one) to private and it accomplishes the same effect, doesn't it?

Isn't it not so much a "restriction" as a penalty? (IIRC the penalty is for going from a private road segment to a non-private road segment.)

Thus, if there is no other way to get off base than to transit a private road, it will do that. (Similar for getting onto base.)

Most military bases (and some gated communities!) have all access controlled via a few access points, so there would be no option for getting off->on or on-> off other than transiting one of those roads. And thus Waze would route there, even with the penalty because there is no penalty-free option.

Maybe because you're always driving the slower route? :roll:
