What kind of camera is this?

Note the two cameras in this view. They've been tagged (of course) by drivers as red-light cameras, but they don't look like any I've seen before and their aiming is odd. What kind of camera is this?

Thanks guys. I didn't go far enough north and didn't recognize that camera style. :oops:

The 2nd link points to a Emergency Vehicle detector. It picks up a (coded) flash pattern and turns the lights green in that direction when, let's say a firetruck, approaches.

As for the first link, my gut is saying it has something to do with the drawbridge...

IR Floods/Flashes for the camera here.

Edit: The only ticketed direction is north on Grand.
