I have noticed an issue when using WME that I can no longer use the "down arrow " key to pan down. All of the other keys work as far as panning, and the problem is not with my computer's down arrow, as I am still able to use the key when reading through a forum post for example, or even in a Street View screen opened within the WME. Has anyone encountered this issue?

Interesting that you mention you use Chrome. The problem I am having exists when I am using Chrome. Reading your post led me to open up WME in Firefox, where I found the down arrow key does pan down. Furthermore, when I went back to Chrome, I looked in the "Keyboard Shortcuts" and saw that there wasn't a short cut key for panning down, while there was for panning in other directions.
Is it possible to disable the down arrow key for using to pan down? I didn't know that was possible.

Notice the top of the UR field is missing the type of UR it is. I have been seeing this more frequently as of late.

That is probably because you are not at a Level 4 editor or higher. It is currently restricted for use to those ranks levels.

When changing the state (US Server), I am presented with extra states that aren't even remotely near where I'm editing. In this example, I'm editing west of Batesville, MS, but am being offered Tennessee and Arkansas (~40 miles away) and Georgia (~200+ miles away) as state options.

Apparently it has to do where you've been editing and/or driving recently. I was wrong. It extends all the way into OKLAHOMA!
It apparently is plaguing the city and street name auto-complete as well. I have had street names in Memphis, TN suggested when editing in central Mississippi, well over 100 miles south of Memphis! Others have stated the same has happened in the city field as well.
