Unable to edit speed limits of a street

I'm trying to use the map editor to change incorrect speed limits on a stretch of road that I drive every day. The map editor won't let me make any changes to this road and says:
This segment is locked. You need to be a level 4 editor to edit this segment.
How do I get to be a level 4 editor so that I can fix the speed limits on this road?
