FYI, that WON'T work like that. It may make the penalty higher, but not by much. All direction unknown really does is tell the backend to automatically change the direction based upon historical data once there is enough. Yep, disconnect is the only way to ensure Waze doesn't use something. That goes for the "non-driveable" types such as walking trails and boardwalks also. Waze will eventually try to use anything that is connected.
