If you are going the opposite direction Waze wants you to go, it should
use them, yes. Junctions at both ends of this segment
are allowing left turns both ways, which will cause Waze to give incorrect turn instructions.
I found some routes where Waze breaks turn restrictions which I cannot yet explain, but this route clearly does obey turn restrictions
and makes the drive take a long route to get "across the street."
