What am I not getting here?

Ok, im a little bit confused with this intersection. Ramp is connected on the left (out of the picture). Arrows are correct, yet the GPS sends people past this Intersection to make a U-Turn instead of just taking a left at this intersection.

Given this picture, can anybody shed some light for me?

1) Ramps are not used for at-grade connectors like that. See the Junction Style Guide& At-Grade Connectors in the Wiki
2) The speed of that segment is listed at 5.6mph - Waze see that and thinks it's much faster to make the U-Turn
