If you're looking specifically for county GIS data, search Google for "XXXX County, PA GIS," and you should find what you need.

One time address database querry with all addresses in Latvia - 2219,68 EUR
One time vector data of buildings, roads and administrative borders - 939,10 EUR.

If you want a good sources of address information in the US, search for county (parish) property records. They'll have everything you need about house numbers.

Now that Waze and Google are affiliated -- is this effort still active, or is Waze going to be getting a lot of this information from Google?

Hi baMeow49 -- sounds like a great opportunity for wazers.
I'm not sure the waze team monitors this thread.
Please contact them at geocodingsource@waze.com and they can let you know how to share your data with them.
