I am trying to edit along Hwy 199 in Azle, Tx. I have been doing a lot of work in around the hwy, but I have noticed some locking issues that prevent me from removing orphan nodes, or even fixing them as shown here:

Can we get a consensus on whether this should be locked or not. If it is to remain locked, can someone of the correct level fix this hwy?
