Cannot create new city name

I want to fill the city field for both existing and new road segments with the correct name for this city, "Buenavista", but I always get a saving error. Until now I have only encountered this error on this area. I can edit all other properties, but not the city name. I have created new city names in other areas without problems, but here I can't. Any idea why?
