Same problem here, I've been trying to "save" some housenumbers in Cartouche for a number of weeks but it's always the same thing... white one day and instead of turning blue they become red again the day after...
I was hoping that krankyd or someone else that takes care of Cartouche could jump in and save this bug, it's really messing up with the navigational features of Waze atm.

the reason that the house numbers going back to red is due to the reason that there is an
anomaly, meaning that if one a street there are illogical house numbers (e.g 1>>>3>>>5>>>2>>>7) , the program will not let you validate the numbers on the street.

please make sure that you correct the number before approving.
