There isn't really any single location for a city. If you create the smallest possible polygon that contains every segment labelled with that city, then the city label will appear at the centre of that polygon.

This is complicated by several things:

• What you might thing is the centre of the polygon might not match the mathematical algorithm Waze uses. For example, the centre of a crescent-shaped polygon isn't actually inside the polygon.
• The shape of these polygons isn't updated regularly. A new "city" I created on January 15 has appeared on the map, but the one I changed extensively on January 24th has not yet (although the map is updated to the 27th). Last year, city layer updates were very infrequent
• If you completely remove a city (say there was an invalid name on the map which you corrected), the label does not go away - it stays where the last segment was. There are invalid city names that I corrected last October still showing on the editor.

If you've only recently corrected all the "Pune" segments, it may still be a few weeks before the map updates accordingly.

Good news. Ori informed us that, they're preparing script, which will, on daily basis, check city layer and will remove those "ghost" cities. Just cannt wait for it.
