Not sure why you still show as Level 1. According to this, you should be Level 2 after 1,000 edits:

HOWEVER, that page also includes a red note indicating that requirements are changing.

In any case, you should contact support. Use this link, and then type your question into the search box. After doing a search, one of the results should be an email link.

Looks like it as it's stated in the Wiki on Map editing rank that moving from one rank to the next higher rank is not automatic and needs assistance from Waze support.
