Routing Differences Between Freeway and Major Highway

I am wondering if there is a major difference between how routing is handled for freeways and major highways. I am asking due to this section of CA-99 in Sacramento County.

The intersection at Elkhorn Blvd is a full interchange. The intersection at Elverta Rd will be upgraded to a full interchange by the end of 2013, and the intersection at Riego Rd. will be upgraded to an interchange before the end of 2014. When completed the segment will be fully grade separated (ie. freeway standard). That being the case, should these segments be upgraded to freeways and locked as such?

As I understand it, the only functional difference between Freeway, Major Highway, and Minor Highway is the default speed associated with newly-created segments. Once user data has been accumulated for segments there is no difference to the routing server. There is a cosmetic difference in WME and in the client so it is preferable not to change back and forth along a single road but for navigation purposes it doesn't matter.

I may be wrong here, but my understanding is that it will use any class of highway for long routes, but will ignore Streets. And that will eventually change due to the problems is causes with routing when there isn't a highway option in the middle of the route.

From what I've read, that's true for short routes, but with longer routes it does make a difference. I know some folks have done tests with long-distance routing, and it appears that at some point the system ignores certain classifications (i.e. a regional route may focus only on minor/major highways, but a multi-state route may ignore even minor highways).

I did a quick search but can't find the threat that had several examples of routes with different highways set at major or minor, but maybe one of the veterans remembers where it is.
