999 scan problems

Sorry for creating another post on something I'm sure that has been covered or asked but we all know how the search feature works so I have to ask for advice. I am a new area manager and I've been trying to straighten out interstate ramps and junctions in my area along with other things.

So my question is this, I am trying to fix a particular set of ramps that meet a road. It looks good to me but when I scan for map problems it shows up as a suspicious ramp or 999 problem. I try to say I fixed it but I get no permissions, then I try and say its not a problem same deal. Since it seems I don't have the permissions to say its fixed how am asking for advice on how to edit this particular set of ramps that has a road intersecting them.

When you look at this link you will see that I have the road set to cross the ramp to meet up with the ramp from another direction. I don't see an easier way to set this up than I have done. I could do a set of ramps but if you look at the connections and see the directions it seems to me that I would have to do some complicated set of ramps and stuff to connect the road to both ramps.

I've only ever seen false positives as well.
