Is the segment to the West actually connected to the segment to the East? Select one segment, then add the other to the selection (e.g., Ctrl-click), and then click on "Connect roads by order of selection" (or press the 'c' key on the keyboard).

Now there's just the question of whether the two segments of highway should be "bridged" over Niagara St. I can't get aerial imagery, but I noticed that Hwy 3 is set to level 1, and Niagara St is set to level 0. If Hwy 3 is an overpass above Niagara St, then you ought to bridge the highway (select the two segments of Hwy 3, then click on "Bridge"), and then remove the junction--leaving you with Hwy 3 as a single segment, crossing above Niagara St as a single segment. (Otherwise, with a junction "pinning" the two roads together, Waze will assume the roads form a regular intersection, and instruct people to turn from one onto the other.)

On the other hand, if the two roads do form a regular intersection where people can turn from one road onto the other, it looks like you're done!

If there is no over/underpass, changing the levels is optional--but you definitely don't want to remove that junction.

Thanks for the quick reply! I actually JUST got it to work. I had tried the connect segments and it said it couldnt do it. I zoomed in further and saw the segment to the west was actually further past the junction than it should be. Lesson for today : always edit on high zoom lol
