Not until 25,000 edits, which is the target for level 3 since April
And even then it is not automatic as it was for L2.
Before "promoting" to L3, the editor's work will be reviewed by at the very least a local AM, if not higher.

Nope. Just went through this myself. You'll need to send support a request for level up as well. By the time mine went through I was past 35,000 edits.
