Exit 4 on Belt Parkway in NY

All,

I'm am trying to figure out why Waze will not give the option to use Exit 4 on the Belt Parkway. Here is a link of an example:

Hmm, when I opened the link, waze calculated the route and the first choice did use Exit 4.

Awesome! When I was repeatedly doing it for days it wouldn't and now it is. Not sure why...
