I'm working on reporting the closure of a major Interstate in my area, and I know that for roads where access is blocked by a closure we're supposed to flag those as closed as well, but what about highway on ramps and off-ramps? The presentation included with access to the spreadsheet was vague on this and I didn't see anything in the Wiki about it.

Is there any consensus on how this is to be handled?
